Edinburgh Midi Club Leagues
Edinburgh Under 15 and Under 16 Leagues provide competitive rugby to aid the development of young players within the sport. The leagues also act as qualifying tournaments for the National Under 15 and Under 16 Club Championships which end with a finals day at Murrayfield. The top two teams from the Under 15 and Under 16 leagues qualify to represent Edinburgh in the National Club Championships.

To ensure maximum participation matches are played over three twenty minute periods with the first two periods providing the league result and the final twenty minutes used as a development period to ensure players of all standards get an opportunity to play the game.

The league is governed by a committee comprising representatives from all competing clubs, whilst an executive committee, with three members will oversee the day to day running of the league competition and application of league rules.

U15 & U16 League Rules

1. Under 15 matches will be played over 60 minutes split into 3 x 20 minutes, the first two periods counting for the League Score. The last period of 20 minutes being a Development Period where all subs should be played.
   Under 16 matches will be played over 70 minutes split into 2 x 25 minutes, counting for the League Score. The last period of 20 minutes being a Development Period where all subs should be played.
Where both teams agree, and all players in a squad will get to play, ;league matches can be played as thirty minutes each way at Under 15 level and 35 minutes each way at Under 16 with no development period. Home clubs are responsible for ensuring both teams agree to the match timings and referees are fully aware of the timings before the match starts.

2. Points system will be 4pts win, 2pts draw and 1 pt loss 0pts forfeit. Points differential will not be recorded in the league

3. Teams at each age group will be play one fixtures against all the other teams in the league.

   Leagues will be decided on highest league points total after all matches have been played. If the top two sides are equal on points then a play-off will determine the league winners.
   The top four Edinburgh Region teams in the Under 16 League will qualify for the National Under 16 Youth League Cup.

It is the home team’s responsibility to forward results to Don.

5. It is the home team’s responsibility to arrange for an appropriately licensed referee to referee the League Matches.

6. Age Grade Player eligibility is as follows:

 Players participating in the Edinburgh U15 League must be born on or after 1st September 1996
 Players participating in the Edinburgh U16 League must be born on or after 1st September 1995

7. (i) All players must be registered with the SRU by their clubs before they are eligible to play in any league match
  (ii) Any player who has played a league match for one club cannot, in the same season,play for another club in the league for the first four league games following the registration of the players with the SRU by his new club, unless exceptional circumstances exist, for which League Executive Committee approval must be granted. 

8. All coaches MUST complete a signed “Player Registration Team Sheet” and hand it to the opposing Coach / Manager prior to the start of the Game. 9. If a team has less then 13 players then the game will be forfeited to the non offending team. If a team has 13 players or more then the fixture will go ahead as a league fixture.

10. Where a club cannot field a team as per IRB Law 3.5 (can not start a match with a suitably trained and experienced front row) they will forfeit the league match and four league points will be awarded to their opponents. If a match is still played, with uncontested scrums from the start, the forfeiting team will be awarded one point for fulfilling the fixture.

Edinburgh & District U15 & U16 League
CONSTITUTION

1. The Leagues shall be known as the Edinburgh and District Under 15 & Edinburgh and District Under 16 Leagues, its object being to foster Rugby Football among the Midis in Edinburgh & District.
2. The League Committee shall consist of a Secretary, and two Representatives from each competing Club. 
3. Each club is entitled to one vote at any League Committee Meeting. The League Committee will generally meet twice a year to agree competition format and any changes to rules and regulations.
4. A League Executive Committee will adjudicate on any disputes and enforce the rules and regulations during the season. Clubs have the right to appeal Executive Committee decisions. Appeals against Executive Committee decisions, to be in writing and received by the League Secretary within one week of the notification of Executive Committee decisions, will be heard by the League Committee. Clubs have a final right of appeal to the East Region Competitions Committee on any decision made by the League Committee, which must be made in writing to the ERCC Secretray within seven days of notification of the League Committee’s decision.
5. League Executive Committee Representatives are elected annually by rotation of competing clubs. League Executive Clubs reps are elected for a three year term with one club dropping out and one new club each season.
6. In the event of a dispute involving a club represented by an Executive Committee Member, the Secretary shall have the power to co-opt an additional Club representative on to the Executive Committee  
7. All matches shall be played under the I.R.B. Laws, and in accordance with the bye-laws of the Scottish Rugby Union.    
8. For Under 15 League, all players must be under fifteen on 1st September of each season. For Under 16 League, all players must be under sixteen on 1st September of each season.
9. Clubs failing to fulfil League Fixtures without satisfactory reason, to be decided by the Executive Committee, shall forfeit the points, at the discretion of the Executive Committee.
10.Appeals and protests shall be made in writing to the League Secretary, on or before the Wednesday following the match concerning the complaint.
