Permission to Play
To assist in the orderly management of the game, World Rugby and Scottish Rugby have provided a series of Regulations governing the organisation of Matches and the ability of Players and others to participate in those Matches.
This section of our website provides information in relation to:
- Playing a Match during the break between Seasons ("Close Time");
- Obtaining permission ("International Clearance") to play in a new Union;
- Approval of Matches and Tours (which includes the approval process in relation to both incoming and outgoing tours ("Tour Approval") and the process to gain approval for a Match involving a team which is not a member of any Union ("Scratch Teams"); and
- the provision of payments and other benefits to players ("Player Payments").
